This logo was created for the Livre Acesso program logo contest, of the Centro Cultural São Paulo, in Brazil. 
It represents the program's effort to turn this cultural center universally accessible to all kinds of physical problems. 
The red dot represents anyone who might have been once segregated, and that now has free access (Livre Acesso) to be part of the society.
